The incumbent serves as the Deputy Associate Chief of Staff of Ambulatory Care at the patient-focused VA Tennessee Valley Healthcare System (VATVHS). Incumbent may travel between campuses and to different CBOCs in order to perform duties and supervision. Incumbent is directly supervised bythe Associate Chief of Staff of Ambulatory Care. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Managerial/Supervisory experience preferred. Physical Requirements: See VA Directive and Handbook 5019. The work is largely office based and in a sedentary setting. No manual labor is required above ordinary situations. Functions and responsibilities: The incumbent works with the Associate Chief of Staff of Ambulatory Care in decision-making authority, responsibility and accountability on all issues affecting Ambulatory Care. He/She collaborates with operations and program/section managers to ensure integrated goals and priorities for the Ambulatory Care service are established and met. He/She also works closely with peers in other service lines, services, and management to meet the needs of the medical center's recognized customer groups. He/she is responsible to ensure all residency training program mandates are met in coordination with program coordinators, internally and externally. The incumbent is knowledgeable of overall VA, VISN, and medical center goals, missions, and priorities to assure a positive impact on programs and resources. He/She serves as Acting Associate Chief of Staff (ACOS) of Ambulatory Care in the absence of the ACOS Ambulatory Care. The incumbent is ultimately responsible for the successful performance of the Ambulatory care programs as assigned. This responsibility includes the overall effective operations of primary care clinics at the main campuses (academic and non-academic) and community-based clinics as well as patient/customer satisfaction, quality of services provided, efficiency of service delivery and effective resources management. The incumbent is responsible for discipline, hiring, performance appraisals and supervision of primary care staff as assigned. The incumbent is responsible for providing guidance and coordination to ambulatory care programs as assigned. Actively participates in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to the Veteran population. Provides input, advice, and counsel for VA TVHS planning, programming, budgeting, and general administration. Incumbent assists in managing a large service line that provides health care services central to the mission of VANIHCS. Selectee establishes Ambulatory Care staff objectives congruent with and reflective of the philosophy and objectives of the Central Office. Develops long range and short-term goals for Ambulatory Care programs required to meet stated objectives and directs the planning and operations of the Ambulatory Care Department to complement attainment of the established goals and objectives. Formulates policies and operating procedures, ensuring compliance with VA regulations, statutes and the standards of requirements of various internal and external reviews and accrediting bodies. Analyzes and evaluates the effectiveness of existing Ambulatory Care programs in meeting established program goals and objectives. Develops plans for organizational changes accordingly. Thoroughly evaluates proposed program changes, operating procedures and delegations of authority to ascertain impact on current program operations and on the VISN and VATVHS operations.
